Three panels that could be aligned, but are not

SUMMARY

I assume that is a feature and not a bug, but I noticed that if I add multiple
panels on the monitor side, and they are configured so that they fit their
content, the panels don't align along a line parallel to the monitor's edge.
Instead they stack on top of each other, even though there would be enough
space to align them.

I understand implementing this alignment may not be trivial. For example, if
one of the panels expands such that there is not enough space any more to fit
all panels along the same line, then Plasma would need to pick one of the
panels and move it "one line up" or something like that.

May be related to https://bugs.kde.org/show_bug.cgi?id=477939, but not
completely sure.
