Instead they stack on top of each other, even though there would be enough space to align them. I understand implementing this alignment may not be trivial. For example, if one of the panels expands such that there is not enough space any more to fit all panels along the same line, then Plasma would need to pick one of the panels and move it "one line up" or something like that.
