Also experiencing the same with Chromium on Plasma 6 X11, only on my second
monitor. Can recreate with Firefox, and the maximize+resize workaround DOES
work.
To note, I usually disable Kscreen and use xorg to set monitors (xorg.conf).
Enabling Kscreen doesn't seem to affect the offset.
