STEPS TO REPRODUCE
1. Set Project monitor preview resolution to 1:1 resolution.
2. Add vertical clip (9:16) to rectangle project (16:9)
3. Ad Fill borders effect to clip.
4. Adjust left & right values until clip borders are filled.
5 Change Project monitor preview resolution from 1:1 to 720p (or 540p)

OBSERVED RESULT
Fill border stops working and error pops up:
[filter avfilter.fillborders] Connot configure the filter graph.

EXPECTED RESULT
For Fill borders to continue filling borders at a lower resolution.
