SUMMARY
When maximizing a borderless window on a desktop with a floating top panel, the
top pixels of that panel are behaving like desktop, not like a panel.


STEPS TO REPRODUCE
1. have a floating top panel
2. borderless maximise a window
3. try to click anything on the panel's topmost pixels

OBSERVED RESULT
panel doesn't respond to clicks; on a  right-click, the desktop's context menu
is shown

EXPECTED RESULT
the panel should respond to clicks
