I can confirm to have the same problem. And it doesnt matter if I interact with
the panel or not, it just wont go again until I use the mouse to click to
somewhere else (sometimes I HAVE to click into the panel first, then somewhere
else) for the panel to rehide. If I invoke the panel via swiping up from the
bottom of the touchscreen (I have the panel on the bottom) it will never go
away until I use the mouse or keyboard.

I'm also on wayland (Fedora KDE 39)
