I can confirm this for KMail 5.240.95 rc2 on Fedora 40.
Configuring the account appears to work fine, but when 'create account' is
clicked nothing happens. On a second try the dialog disappeared without
creating the account. Manual configuration does not fix it.
Importing accounts from Thunderbird also does not work.
