devtools 'site cant be reached'

SUMMARY
***
Devtools does not open with F12 or right click + inspect.  Both give the
generic Chrome 'site cant be reached' page.  When I run Falkon from the CLI
this is the output that happens with the error.

STEPS TO REPRODUCE
1.  Open any web page
2.  Press F12

OBSERVED RESULT

Devtools pops up but with the Chrome error page:

This site can’t be reached
The webpage at devtools://devtools/bundled/inspector.html might be temporarily
down or it may have moved permanently to a new web address.
ERR_FAILED

EXPECTED RESULT

Normal chrome devtools window.

ADDITIONAL INFORMATION
This happened on a fresh install of Fedora 39 LXQT and a different install of
Fedora on a prev version.  Both times I am installing falking from the
repository.
