I've tried to reproduce the issue using https://kojipkgs.fedoraproject.org/compose/rawhide/latest-Fedora-Rawhide/compose/Spins/x86_64/iso/Fedora-KDE-Live-x86_64-Rawhide-20240212.n.0.iso This iso contains the following versions: plasma 5.93 kde frameworks 5.249.0 QT 6.6.1 on Wayland I can no longer reproduce the issue. Systemsettings opens when I click the icon in the tray. The error message "QString::arg: 2 argument(s) missing in systemsettings" no longer appears, so I assume this issue has been resolved in an update between the two versions.
