I was having this exact same issue for a while now.  I finally found the cause
(in my setup, at least)

My dell monitor has an "Input Auto Select" feature, and when it's enabled, it
causes a feedback loop that constantly re-wakes the displays.  I figured this
out from a post on stackexchange: https://unix.stackexchange.com/a/754364
