I'm also in favor of an option to disable KDEConnect. It could be a simple
toggle or button on the KDEConnect setting page like with Bluetooth and the
like.

This has many benefits, including working with multi-user and immutable
systems, and preventing other annoyances (Ex. friend takes your phone from the
kitchen and starts doing things on your desktop). While some of these can be
worked around by unpairing and/or uninstalling KDEConnect, these have setup and
maintenance burdens that in my opinion shouldn't be necessary for connectivity
software like this.

As an example, Syncthing is a piece of software that someone might want running
all the time, but it can still be shutdown when needed.
