In addition to your proposal of the correct behavior, I think first, the variable width spacers (which I have on both sides of the task icons) should be squished to 0. And only after that, everything should go back to desktop spacing and then be uniformly condensed. And potentially allow the system tray icons to go into multiple rows when needed. This is already possible for task icons, but I would prefer the system tray to enter that state first. For now, my workaround will be 1. Set the spacers surrounding the task icons to constant width 0 2. Remove some icons from the system tray 3. Allow task icons to form two rows when there is not enough space.
