STEPS TO REPRODUCE
1. Install Neon from a liveUSB
2. Choose to encrypt the disk
3. Once the installation is completed reboot as prompted
4. enter the right key when asked (in tinitiny letters)
5. Pass the grub menu by selecting Neon or by waiting
6. Wait and get a cryptsetup ERROR: maximum number of tries exceeded
7. Next is the BusyBox initramfs prompt.

ADDITIONAL INFORMATION
Last known image without this problem is 20230914-1959.iso
What is strange is that the boot partition seems to get decrypted because the
grub menu is initiated but then the root directory can't be decrypted/
