Error message
SUMMARY
If the user chooses 'C-UTF-8' as the system locale in the KDE Neon Installer,
the installation fails with an error.
STEPS TO REPRODUCE
1. Boot into the KDE Neon Live iso
2. Run the installer
3. In the Location page, choose 'C.UTF-8' as the system locale
4. Continue with the installation
OBSERVED RESULT
An error message appears.

EXPECTED RESULT
Either the installation should succeed, or there should be no 'C.UTF-8' option
in the locales list.
