STEPS TO REPRODUCE
1. Set up Plasma with a top panel
2. Enter Edit Mode
3. Set top panel to length = custom
OBSERVED RESULT
Resizing bar overlaps panel
EXPECTED RESULT
Resizing bar does not overlap panel
