I think we can make the minimum height a tiny bit shorter to accommodate this
and still (barely) prevent anything from being cut off, but with a screen that
short, I would strongly recommend using an Auto-Hide or Dodge Windows panel, or
moving it to one of the vertical edges. You're going to find this same issue
with a lot of other windows, too.
