Largely because at this point multi-monitor on X11 is a lost cause; it simply
can't be made to work well with the level of customization we offer users. Your
only hope is to use Wayland if you want a halfway-decent multi-monitor
experience. That may not be the answer you were looking for, but it's the
truthful one.
If it makes you feel better, I can close this as RESOLVED INTENTIONAL to
reflect the reality that we're unfortunately not able to put resources into
playing whack-a-mole with multi-screen problems on X11.
