As the user has specifically chosen this action on an album I believe the context is clear. With the current implementation, having export as a context-menu item for an album doesn't really make sense as the export appears to actually act on the currently selected photos and disregards the context that the export was triggered on a specific album. See also bug 479852. One solution would be to simply remove the context menu option as I believe it is misleading.
