Is it possible that you are using an old digKam version from the nightly builds of the KDE server (the current build is broken)? This version did not have HEIF support. A test of our current Qt5 and Qt6 digiKam-8.2.0 version under Windows shows no problems with these HEIF images, thumbnail and preview being displayed.
