SUMMARY
When a session with multiple activities with apps within each activity, only
the apps in the active activity when logging out are reloaded.
STEPS TO REPRODUCE
1. Open apps in several activities
2. Log out
3. Log back in
OBSERVED RESULT
Apps are reloaded only in what was the active activity when logging out.
EXPECTED RESULT
All activities should reload apps, even if they were not the active activity,
so the user can resume tasks in all activities.

Linux/KDE Plasma: 6.6.6

ADDITIONAL INFORMATION
I am using X11 (My touchpad has features that the Wayland driver does not
support, so I do not use Wayland).
