Blue line on bottom at panel
SUMMARY

When "floating panel" and "windows can cover" option are active, when I move
cursor on to panel, Flashing blue line (like mouse hover effect ) at bottom of
the panel.

STEPS TO REPRODUCE
1. Set panel to floating
2. Select windows can cover option
3. move cursor on to panel.
