SUMMARY
Splash screen animations play at different speeds depending on the monitors
refresh rate.
STEPS TO REPRODUCE
1. set the refresh rate of the first monitor to something slow (60Hz)
2. set the refresh rate of the second monitor to something fast (165Hz)
3. play splash screen
OBSERVED RESULT
second monitor play the animation much faster than the first
EXPECTED RESULT
both monitors play the animation at the same speed, in sync
