KWin doesn't do anything special when setting modes, it just uses what the
kernel driver says is available, so I'm relatively confident that this is a
driver bug.
It could also be a problem with the display; I've seen similar weird issues
happen before with an old Intel GPU and monitor, and IIRC with DisplayLink (on
Windows) too. Does it also happen on Xorg?
