I'm hitting a wall...
Operating System: Manjaro Linux
KDE Plasma Version: 5.27.10
KDE Frameworks Version: 5.112.0
Qt Version: 5.15.11
Kernel Version: 6.6.7-1-MANJARO (64-bit)
Graphics Platform: X11
Dolphin: 23.08.4
Tried with ext4 and BTRFS based "out of the box" installs
(manjaro-kde-23.1.0-231215-linux66.iso).
I can create, rename, open and delete folders such as "?folder", "fol?der and
"folder?" in Dolphin.
Perhaps set up a new user on your system and see if you see the same issue
there....
