Okay, this is two driver bugs. Please report the graphics reset to
https://gitlab.freedesktop.org/mesa/mesa/-/issues, and the other one you linked
already.

You probably need to use quotes,
KWIN_DRM_DEVICES="/dev/dri/card0:/dev/dri/card1" should make both GPUs be used
by KWin
