The same issue was marked as fixed in 5.27.4 but for me it happens in 5.27.8 https://bugs.kde.org/show_bug.cgi?id=395048 (My goal was to set it to 24 hours with a leading 0 -- ie: 09:45 instead of 9:45 or 9:45 AM) STEPS TO REPRODUCE 1. Set a time format on settings to something other than en_US (easiest way to see the bug is a 24 hour locale) 2. Add a digital clock 3. Set the digital clock to Use Region Defaults 4.
