I have the exact same problem on a clean install of Kubuntu 23.10. However,
after adding the backports PPA and updating everything, the problem is fixed. I
now have the Firefox icons back.
So it seems the packages in the "backports PPA" have some fixes that are
applied on top of the regular packages that bring back Firefox's icons.
