It happened from one day to the other, I have been using Plasma on Arch for almost a year, and it's been working fine in Spanish. I checked the remaining 9% is in regards with Krita, Digikam and a couple of more apps; I'm just a regular user, but it doesn't sound to me like it should affect the menus, or the plasmoids.
