I see.
Unfortunately the settings page can only offer configurability for options that
exist in the driver, and I'm afraid the Libinput driver offers no options for
this. You could request this at
https://gitlab.freedesktop.org/libinput/libinput/-/issues, but a more fruitful
course of action is to instead submit a bug report there that explains the
actual problem, which is that the range of speeds is not appropriate for your
device. That can probably be fixed right at the source, and then you won't need
a setting to change.
