STEPS TO REPRODUCE
1.  Download KDE Neon (Unstable Edition)
2. Put it on a USB flash drive and boot it
3. Wait to fully boot
4. [Optional] Complete the Welcome Center

OBSERVED RESULT
As soon as the OS boots up the there's a window:
Title:  plasmashell -- Crash Handler
Content: We are sorry, plasmashell closed unexpectedly...
And two buttons below to send automatic report and see developer information
Behind it, there's the window of the Welcome Center
You can get rid of the first window by moving it or closing it so you can have
the Welcome screen in focus.
I completed the steps on it by clicking Next -> Next ... -> Finish over 10
times but, it doesn't matter, it keeps reopening.
It seems that it doesn't matter if you finish it or how many times and gave me
the impression that even if you don't do any thing with it, it keeps trying to
open another time.

The task bar keeps getting filled with that sad face square.



EXPECTED RESULT
No crash as soon as the OS boots up
No opening / reopening of the Welcome center if I haven't even touched it.
No reopening after I just completed it.

Linux/KDE Plasma: Plasma 6 alpha 
(available in About System)
KDE Plasma Version: ?
KDE Frameworks Version: ?

ADDITIONAL INFORMATION
I tried boot in UEFI and non-UEFI mode.
I tried the Wayland session and it's the same behavior (BTW, with that
"auto-relogin", is a pain to logout and switch to Wayland).
I tried connecting to Wi-Fi and it's the same behavior (BTW, it's very hard to
connect to Wi-FI in the current conditions).
Please see the attached printscreen!

Tested: neon-unstable-20231107-1001.iso
On: Dell Inspiron 5770 - CPU: i5-8250U, iGPU: UHD 620, 8GB of RAM
No ethernet cable!
