Thanks for the report. Unfortunately, this is expected behavior since Spectacle
relies on KWin DBus API on Wayland. Also, Spectacle 21.12.3 is no longer
supported, but 23.08 and the unreleased 24.02 don't support GNOME on Wayland
either.
