STEPS TO REPRODUCE
1. Open Krita and create new file
2. Add new palette with "save palette in current document" checked.
3. Save file
4. Close Krita
5. Open Krita and open saved file.
6. By default Krita starts with last used palette open, but it seems to be not
working in case of "file local" palettes even if file with that palette is
reopened (bug or missing feature?)
7. Because of #6 happened there is no palette selected. "edit current palette"
button is not working (as intended in this situation I assume)
8. Select any of existing palettes (file local or resources - it doesn't
matter)
9. Try to edit palette settings

OBSERVED RESULT
Palette is active but "edit current palette" button is still not working.

EXPECTED RESULT
"Edit current palette" button should allow to edit palette settings.
