If you edit the powerdevil.desktop file and do the following X-systemd-skip=false X-KDE-autostart-phase=1 the restart loop breaks. It sometimes returns, and then when I restart the system it goes away. It appears to just appear at random. I edited the file directly that exists within xdg. Maybe this is the solution for now?
