This is fixed by Jakob Petsovits with
https://invent.kde.org/plasma/powerdevil/-/commit/fa7cb236552f74f34cadf60433af8cde909eb5e6
in Plasma 6, which ports the KCM use KConfigXT, which cascades properly and
fixes this bug automatically.
