Most buttons have their outline light up when they are hovered, but round arrow
buttons somehow don't. This includes the buttons that switch between opened
images and the button to jump to the end of the chat.

STEPS TO REPRODUCE
1. Open a chat
2. Scroll up a bit
3. Hover over the appearing button that lets you jump to the latest message
OBSERVED RESULT
The tooltip appears
EXPECTED RESULT
The tooltip appears **and** the outline of the button gets highlighted

Functionally not important, but visually very unsatisfying.
And I am personally very interested in how this can be solved as I have the
same problem in my modifications to Minuet (that I haven't pushed to the gitlab
yet)
