The icon is showing you that no notifications will be shown, which is in fact
what will happen when the Notification service not available. :)
The root cause of this issue is of course that your notification service isn't
available. Let's see if we can figure out why. Have you by any chance installed
any 3rd-party notification services such as dunst or mako? Can you see if
either of them are installed?
