SUMMARY

When I use latte-dock in the x11 graphics system, the "always visible" property
always prevent the windows from going below the panel component. I think this
is a normal effect. However, when I use latte-dock under Wayland, when I drag
the window to the top edge of the screen or maximize the window, the window
always goes under the panel(same effect as "Windows Go Below"). 


STEPS TO REPRODUCE
1. Start Latte-Dock.
2. Create a top panel and set its "visibility" property to "Always Visible".
3. Maximize a window and observe its top edge.

OBSERVED RESULT

Windows goes below panel.

EXPECTED RESULT

Windows can't be moved to the area of panel.(Just like the effect of Gnome
panel)
