STEPS TO REPRODUCE
1. Add 2 clips to the timeline on top of one another
2. Add Composite and transform between them
3. try to zoom more than 100%
OBSERVED RESULT
nothing happens. Less than 100 is fine
EXPECTED RESULT
the top clip should change size
