Ah, this. It's intentional since you're using the default "Adaptive
transparency" mode. If you want the panel to always be fully opaque (and hence
darker), you can change that in the Panel configuration dialog. Right click on
panel > Enter Edit Mode > More Settings > Opacity: Opaque
