SUMMARY
In the sidebar, when trying to click-and-hold the scrollbar in order to scroll,
the cursor changes into a moving indicator after about half of a second, at
which point the window will be dragged instead of the scrollbar until the click
is released.
STEPS TO REPRODUCE
1. Open System Settings
2. Click-and-hold on the scrollbar in the sidebar
3. Hold for about half of a second and observe the window being dragged
OBSERVED RESULT
Window gets dragged instead of scrollbar
EXPECTED RESULT
Scrollbar is dragged until click is released
