Retested this. It looks as if, after you do the:
1. sudo apt update && sudo apt dist-upgrade (yes to all)
2. Restart
you get the sddm logon screen (in a KVM guest VM, not tried elsewhere). No need
to use ssh in order to do the:
3. sudo pkcon refresh && sudo pkcon update
