STEPS TO REPRODUCE
1. Open neochat without any accounts logged in.
2. Attempt to configure proxy.

OBSERVED RESULT

Clicking around the presented log-in page (see attachment), I see no way to
enter the settings menu to configure a proxy connection. On my network, this
leaves me unable to log-in to my matrix account.

EXPECTED RESULT

Provide a way to access the proxy settings before logging in or a command-line
argument to specify proxy.

ADDITIONAL INFORMATION

I'm facing an additional unrelated issue with icons not being displayed which I
believe is a packaging problem, so I apologize if there is a way to access
settings from the log-in page, but I'm missing it because the icon is
invisible.
