As comments #2 makes clear -- this has nothing to do with the update, but with
restarting the service.
The service's API did not change, and  a mere UI element _must_ be able to pick
up the connection again!

This hasn't been an issue until quite recently and it is clearly a bug.
The applet _must_ be prepared to lose connection and try to reestablish it. It
cannot simply refuse to do anything.
Otherwise we're basically back to MS Windows' "You moved your mouse! Reboot to
update."

As for comment #3: no, that's not enough. Even though the applet appears to be
working again, for example VPN connections cannot be established again. Instead
of the VPN's login window, there's just a notification "credetials were not
provided" or similar, and that's it. One needs indeed to logout from Plasma and
log back in, to get the applet working.
