Bug 469016 was reported as happening under "heavy load" and unhiding a hidden task bar, which is not applicable to me. That said, recent discussion tying it to window previews and pipewire is relevant. Going to Configure Icons-only Task Manager -> Appearance -> General -> and disabling "Show small window previews when hovering over tasks" prevents the issues for me. I didn't experience it without grouped windows, but scrolling even with the scroll setting disabled still causes it unless "Show small window previews when hovering over tasks" is disabled. Disabling window previews prevents the issue for me, although this workflow is not ideal.
