I want my panel to be out of the way unless I absolutely need it, so I enable
"Visiblity: Auto Hide" in my panel settings. However the second my cursor
touches the edge of my screen the panel is revealed. I regularly touch the
edges of my screen by accident, causing distracting (and sometimes obstructive)
accidental reveals of the panel.

My preferred way to reveal the panel is with a keyboard shortcut (which I have
already configured). I would like a toggle that disables "reveal auto-hidden
panel on hover" behavior.
