Tooltip feature is not widely used AFAICT. That's the main reason why and bug
triaging low time resources.

The compositor indeed (kwin) or Qt itself, not sure here.
It seems Plasma6 has this fixed, the tooltip now is partly offscreen instead of
covering the icon.
So I think we can wait for Plasma6 and you can update the bug afterwards.
