STEPS TO REPRODUCE
1. Have or put some files on your desktop
2. Reboot
3. Drag one of the desktop files to a different location
4. Immediately drag it again, to somewhere else
OBSERVED RESULT
On the second drag, the thumbnail of the file being dragged snaps back to its
location after step 2!
EXPECTED RESULT
The thumbnail of the file being dragged stays glued to the pointer
