If you look at the options presented here: https://docs.kde.org/stable5/en/kmail/kmail2/filters.html Forward and Redirect are two distinct options. Redirect: "This will redirect the message as-is to another email address.". I think it attempts to re route the message without re sending it as a message sent by you, but I'm not sure. While forward is the same as right clicking the message and re send it from your account as if right clicking and selecting forward - inline.
