STEPS TO REPRODUCE
1. Press Ctrl + Shift + Print or open Spectacle and press "Rectangular Region"
2. Create a selection by dragging it from one point to another
3. Go inside the selected area and drag it to the bottom of your screen and
release it.
(2. Create a selection at the bottom of your screen, as far as you can go down)
Screenshot toolbar is now outside of your screen.
