STEPS TO REPRODUCE
1. open Konsole
2. if the menu bar is not activated, activate it by pressing ctrl+shift+m
3. click on "Help" menu > "Report bug..."
4. click on "Launch bug report wizard" button
OBSERVED RESULT
the bug report wizard does not open
EXPECTED RESULT
the bug report wizard opens in the default internet browser
