Since I've upgraded KDE neon installations to Ubuntu based 22.04 version the
update notifier often does not show available updates because the notifier is
"offline".

When I open discover, there are updates available. So it seems it is a notifier
problem (in KDE neon?). I have this behavior in all my installations (6).
Whether if they are freshly installed or upgrades. On three computers it works
partly, but only if the computer is connected with cable to the router, not
with a wifi connection. On one wifi connected installation it is nearly 50/50,
that it is not "offline" after boot.

After a restart of the notifier it is "online".
(/usr/lib/x86_64-linux-gnu/libexec/DiscoverNotifier --replace)
Seems notifier starts before an internet connection exists and remains in
offline status.
